ALGIERS- Prime Minister Abdelmalek Sellal received Sunday Chinese Minister of Agriculture Han Changfu who is on a working visit to Algiers, said a communiqué of the Prime Minister’s Office.
This audience allowed the two sides “to examine the evolution of the bilateral relations in the fields of agriculture and fishing, sectors to which the two officials give a particular interest with regard to the unlimited potentialities they conceal in terms of cooperation,” said the communiqué.
The two sides, “who place the issues relating to food safety at the top of their priorities, expressed their hope to strengthen the cooperation and partnership achieved in the agricultural fields in accordance with the development objectives of the strategic sectors of agriculture,” said the source.
The meeting took place in the presence of Minister of Agriculture, Rural Development and Fishing Abdesselam Chelghoum, added the communiqué.
ALGIERS – Car dealer KIV Group and Chinese car manufacturer Foton specializing in the manufacturing of heavy vehicles signed Thursday in Algiers a deal on the creation of joint company Foton Motors Algeria, for the establishment of truck assembly and manufacturing plant in Annaba.
The agreement was signed by KIV Group general manager, Ahcene Khodja, and vice-president of Chinese Group Foton, Yang Guotao, in the presence of officials of the Industry and Mines Ministry.
The project, which will be achieved under the 51-49% rule is worth $50 million. 50% of the budget will be provided by Foton Motors Algeria, while the rest of the funding will be supplied by banks, Khodja told reporters.
Built over 160,000 m2, this plant will create 300 direct jobs during the first year of activity, to reach 1,000 jobs after three years of operation, said general manager of KIV Group who is the exclusive representative of Foton in Algeria for over 15 years.
The first stage of the production will concern the manufacturing of three of the most sold Foton truck models, namely the trucks of 2.5 tonnes, 3.5 tonnes and of 6 tonnes. The plant will have annual production capacity of 5,000 units during the first year, and it is expected to reach 20,000 and 30,000 units) years within 5 years.
The first Foton truck will be released in 2018 with an integration rate of 10% during the first year of operation. The rate will gradually increase to hit 40% in 2022.
ALGIERS- The national company of iron and steel FERAAL and Chinese company Sinosteel equipment & engineering signed Monday, in Algiers, an agreement on carrying out pre-feasibility and feasibility studies on the investments of development of Gara Djebilet deposit in Tindouf.
The document was signed by FERAAL’s Director General Ahmed Benabbas and Sinosteel’s Director General Wang Jian, in the presence of Minister of Industry and Mining Abdessalem Bouchouareb and ambassador of China to Algiers Yang Guangyu.
Sinosteel, which is a Chinese state-owned company activating mainly in mining, equipment manufacturing and engineering, is already present in Bellara (Jijel) and Oran.
These pre-feasibility and feasibility studies should be ready by the end of 2017 and will focus on all the aspects of the exploitation of the deposit, said Bouchouareb.
It is also to reach “the best compromise among the necessary investments for the extraction, processing and transport of ore until its delivery to customers in Algeria or abroad,” he added.
ALGIERS- Speaker of China's Shanghai Provincial Assembly underlined Algeria's key role in the promotion of peace and security in Africa and around the world.
"Algeria is a major partner for China in the promotion of African economy," said the Chinese official during her discussions with Speaker of the People's National Assembly (Lower House of Parliament)
Mohamed Larbi Ould Khelifa, who is on a visit to China, said a Lower House's statement on Tuesday.
While hailing the level of development achieved by Algeria owing to "the enlightened policy of President of the Republic Abdelaziz Bouteflika," the Chinese official said that "Algeria has all the necessary assets to build an emerging economy, particularly thanks to President Bouteflika's initiative for the economic reform and the establishment of a new growth model."
During the discussions, the two sides also examined "ways and means to develop economic, technological and political cooperation between Algeria and China, within the framework of a strategic partnership adopted by the leaders of the two countries," concluded the Lower House's statement.
ALGIERS- Speaker of People’s National Assembly (Lower House) Mohamed Larbi Ould Khelifa met with Chairman of Standing Committee of the National People's Congress of China Zhang Dejiang, as part of his visit to China.
The two parties broached "the deep historical relations between the two countries, dating back to the recognition by China of the Provisional Government of the Algerian Republic (GPRA) in 1958."
During the talks, the Chinese official welcomed the role of "the Algerian diplomacy, under the leadership of Abdelaziz Bouteflika (then Minister of Foreign Affairs), in order to enable China to regain the permanent seat in the UN Security Council," said Saturday an APN statement.

ALGIERS- The Speaker of the People’s National Assembly Mohamed Ould Khelifa will start Friday an official visit to China at the invitation of the Chairman of the Standing Committee of the National People’s Congress of China Zhang Dejiang
“This visit aims at strengthening the parliamentary cooperation in favour of the friendship relations between Algeria and China and consolidating the coordination and consultations between the two countries’ parliaments,” said the source.

ALGIERS- China seeks to strengthen its security cooperation with Algeria, said Sunday in Algiers, Chinese Assistant Foreign Minister Li Huilai.
"China seeks to strengthen cooperation with Algeria in the security field," the Chinese official told the press following the audience granted to him by Minister of Interior and Local Authorities Noureddine Bedoui.
"I am leading today a Chinese delegation for the launch of the mechanism for security and counterterrorism consultation between the two countries," he said.
"We have had frank and deep discussion with Bedoui on the implementation of the law on security, on which we have achieved large consensus," he added.
In this regard, he underlined the importance attached by Algeria to "the fight against terrorism and extremism through the adoption of a series of effective measures," adding that "Algeria has acquired a long experience in this field."
Algeria and China agreed to "strengthen their capacity to combat terrorism, drug trafficking and organized crime," he said.

ALGIERS- Minister of Maghreb Affairs, African Union and Arab League Abdelkader Messahel and Chinese Assistant Foreign Minister Li Huilai expressed Saturday, in Algiers, the two countries’ willingness to strengthen their cooperation in the fight against terrorism.
“The strengthening of the cooperation between China and Algeria in the fight against terrorism meets the common interests of the two countries and the need to preserve peace, stability and development in our regions,” said Li Huilai at the end of a meeting of the first session of the strategic and security dialogue between Algeria and China.
He said that he had “deep” discussions with Messahel on the regional and international anti-terrorist situation and the bilateral cooperation in the fight against terrorism.
“We have highly convergent positions on several issues and we agreed to emphasize the role of our consultations mechanism and to strengthen the cooperation in all the fields,” he added.
The Chinese official said that “Algeria, which is an influential country in North Africa and Arab world, attaches, for a long time, a great importance to the fight against terrorism and extremism,” adding that Algeria has also adopted “a series of effective and strong measures in these fields and achieved a big success.”

ALGIERS- Minister of Housing, Urban Planning and the City Abdelmadjid Tebboune stressed the need for the Chinese companies to provide necessary training for the personnel in the projects assigned to them, said the Ministry.
Tebboune received Tuesday Chinese Ambassador to Algiers, which whom he discussed the means to help the Chinese firms to reinforce their material and technological capacities in the construction of dwellings.
The two countries are working to deepen their bilateral cooperation to the best of their mutual interests, the same source.

ALGIERS- Algeria and China committed to exploring cooperation opportunities in all the activities relating to tourism, intensifying human exchanges and increasing training sessions for professionals and tourism players in the two countries.
This commitment was taken following the talks of Minister of National Planning, Tourism and Craft Industry Abdelouahab Nouri with Li Jinzao, director general of China National Toursit Office, said Monday a communiqué of the ministry.
Nouri arrived Monday, in China, to take part in the works of the 1st international cultural exhibition on “Silk Road,” which will be held on 20-21 September in Dunhuang in the province of Gansu.
The two sides reviewed the state of the Chinese-Algerian relations in the sector of tourism and ways to strengthen them through the forthcoming signing of the bilateral legal instrument in tourism.

ALGIERS- Algeria and China are bound by "comprehensive strategic relations of a new type," encompassing almost all cooperation areas, said Wednesday in Algiers Minister of Maghreb Affairs, African Union and Arab League Abdelkader Messahel.
"This cooperation has reached an extremely important level. President of the Republic Abdelaziz Bouteflika paid several visits to China, during which strategic relations have been built," Messahel told a press briefing on the outcomes of the 27th Arab Summit, held recently in the Mauritanian capital Nouakchott, and on the forthcoming Forum on China-Africa Cooperation, to take place in Beijing on 28 and 30 July.
"We have managed, today, to build comprehensive strategic relations of a new type, covering almost all cooperation areas," he added.
The minister underlined that China is present in Algeria in many projects.
"One of the major projects we seek to achieve with China is the central port of Hamdania (Cherchell, the province of Tipaza, 50-km west of Algiers). China would be certainly interested in this project, which would have a key role and a factor of connection between Europe, North Africa and Africa," he explained.
As regards, the forthcoming Forum on China-Africa Cooperation in Beijing, Messahel said that it is a ministerial assessment meeting to take place few months after Africa-China Heads of State and Government Summit, which was held in Johannesburg, South Africa.
It will be mainly devoted to the assessment of the implementation of the recommendations, resolutions and programmes adopted at Johannesburg Summit, he added.
"The Summit has underlined 10 priorities, including Africa's industrialization and the issue of funding (China has an investment programme of US$60 billion between 2016 and 2018 in Africa)," said Messahel.
"Africa desires to become industrialized and China wants to contribute to it," he said, adding that Algeria will host the first African investment forum in December.
Messahel, who will lead the Algerian delegation to Beijing Forum, will hold discussions with Chinese top officials on the sidelines of the meeting.
They will discuss mainly regional and international issues of common interest, as well as the fight against terrorism.
ALGIERS – Algeria has granted over 55,000 visas to Chinese workers and visitors in 2015, said Monday in Algiers Minister of State, Minister of Foreign Affairs and International Cooperation Ramtane Lamamra.
"Last year, more than 55,000 visas were issued to Chinese workers and visitors in general," Lamamra told a news conference following the preparatory meeting to the Algerian-African investment conference to be held from 3 to 5 December in Algeria.
Lamamra added that "regarding the tourism sector, a study was launched by the Ministry in charge of this sector ... to see which measures have to be taken on visa granting."
Algeria is "willing to modernize, like is the case of the investment bill, the legal and regulatory framework in force so that the Algerian economy further develops and lives up to the changes and becomes increasingly competitive," Lamamra said.
The foreign minister added that the Algerian ambassadors and consuls had the opportunity under the legislative and regulatory framework, to grant multiple-entry visas valid for 2 years, adding that this should not be an obstacle for businessmen wishing to invest in Algeria.
ALGIERS- Special representative of Chinese Foreign Minister Wu Sike said Monday here that his visit to Algeria aims at sharing views for the strengthening of the bilateral cooperation in the political, economic and security fields.
"My visit to Algeria is part of the exchange of views between the two parties on the means to boost the bilateral cooperation in various fields, notably the fight against terrorism," the Chinese official told the press following the meeting he had with Minister of State, Minister of Foreign Affairs and International Cooperation.
The world today faces multiple challenges, including the fight against terrorism, he said, stressing the importance of strengthening cooperation in this field.
Wu Sike underlined the "cooperation" between Algeria and China for "political" settlement of the various regional and international questions.

ALGIERS- The Chinese embassy in Algeria Monday gave financial aid to the Algerian Red Crescent (ARC) to help Algerian children from needy families on the occasion of the feast of Eid el Fitr.
The Chinese Embassy Charge d'affaires Hi Hong Yang handed the check to the CRA president, Saida Benhabiles.
Hong Yan stressed that "with this gesture of solidarity and brotherhood, China wanted to thank the Algerian Government and the people for friendship and support they have always expressed to her country."
Stressing the bilateral relations between Algeria and China date back in the 1950s, she hailed President of the Republic, Abdelaziz Bouteflika, for “the leading role he played in the return of China to the United Nations."

Saida Benhabiles, President of CRA recalled that China has also "backed" Algerians during the war of national liberation, especially the refugees.

DOHA- Minister of Maghreb Affairs, African Union and Arab League Abdelkader Messahel hailed, Thursday in Doha (Qatar), the special relations between Algeria and China, adding that they have helped building a comprehensive strategic partnership beneficial for the two countries and the two peoples.
In his address at the 7th ministerial meeting of China-Arab Cooperation Forum, held in the Qatari capital, Messahel underlined that Algeria "is continuously working for the success of the strategic partnership with China."
Chinese economic operators in Algeria "benefit of all support and necessary facilities for the investment opportunities in the country," he said, adding that this cooperation "is a mutually beneficial strategic choice."
Messahel also expressed Algeria's gratitude to China for "the interest it attaches to the Arab region and the African continent, and its support to the initiatives aiming at strengthening political stability and socioeconomic development" of these regions.
In this regard, the minister underlined that cooperation areas between China and Arab countries "have been developed and diversified since the creation of China-Arab Cooperation Forum in 2004."
After the ministerial meeting, held in Beijing in 2014, partnership between China and Arab states "has significantly developed in all areas," he said.

Messahel reaffirmed that Algeria "will spare no effort in the fight against terrorism, violent extremism and organized crime, which are threatening international peace and stability," and underlined the need for continuous coordination to dry up their funding sources and defeat them.
As regards Libyan crisis, Messahel said that Algeria, which has made every effort to make the UN-sponsored political process advance in the country, welcomed the transfer of the Libyan Presidential Council to Tripoli, dubbing it an "essential step" for the country to recover its authority, carry out its missions and preserve its sovereignty, territorial integrity and unity, and the cohesion of its people.
Algeria continues to support the institutions of the neighbouring country within the framework of cooperation programmes in all areas, he added.
Messahel also called to promote political solutions, based on the respect for international law, dialogue and national reconciliation in all crises, especially in Syria and Yemen, with a view to preserving the stability and sovereignty of the two sister countries.
The minister said that owing to its geostrategic position as well as its huge natural and human resources, "the Arab region can play a key role in global stability," underlining the need to strengthen and coordinate efforts to counter all threats facing the region.
Messahel also hailed the brotherly relations between Algeria and Qatar, marked by "regular political consultation" on different issues of common interest and a mutually beneficial economic cooperation.
ALGIERS- The National Company of Railway Construction (Infrafer) and China Railway Construction Corporation (CRCC) on Monday in Algiers signed an agreement on the creation of a joint venture specialized in the construction of the railway tracks.
The agreement on this joint-venture has been signed on the margins of the International Exhibition of Transport, Logistics and Mobility "Algeria Infrastructure 2016" by the CEO of Infrafer Slimane Bouchama, and Vice General Director of CRCC International Wei Waizheng, in the presence of Transport Minister Boudjemaa Talai.
The future Algerian-Chinese Joint Venture, which is expected to be created within 6 months, will be mainly specializing in the laying of high-speed rail tracks, a niche in which Infrafer is lacking experience, Bouchama told APS following the agreement signing.
"After the construction of classic rail tracks, Infrafer will, through this partnership embark on the new niche of high-speed tracks," he explained.
The Agreement also provides for the creation of a plant for the manufacturing of parts for the electrification of rail tracks and the signaling and telecommunication systems.
Conducting railway studies in the desert and the major projects and tunnels are also among the objectives of this partnership, said Bouchama.
"Following the signing of this agreement, we need the approval of the State Stake-holding Council (EPC) to finalize the pact of shareholders and secure the capital of the company, whose effective creation is expected in six months," said the CEO of Infrafer.
Chinese ambassador to Algeria Yang Guangyu said that this agreement will "further materialize the two countries’ efforts to move forward towards a genuine industrial partnership."
"The Chinese companies have the experience and technology in the construction of rail infrastructure and are ready to share them with their Algerian partners," concluded Guangyu.
ALGIERS- China is "ready" to strengthen cooperation with Algeria at all levels, especially at the United Nations Security Council for better coordination on sensitive issues, including the Libyan crisis, said Wednesday in Algiers China's special envoy for Middle East Affairs, Gong Xiaosheng.
"We are ready to strengthen cooperation with Algeria at all levels, especially at the UN Security Council to ensure better coordination on sensitive and complex issues, including Palestinian and Libyan issues," he said following the audience granted to him by Minister of Maghreb Affairs, African Union and Arab League Abdelkader Messahel.
China hailed Algeria's very important role on regional and international scenes, adding that it has always expressed clear and strong positions on sensitive and complex international issues in the region, especially the Palestinian question and Libyan crisis.
"We are friends and brothers, and the voice of China at the UN is also that of Algeria and other Arab countries," he stressed.
Hiaoshen said that he came to Algeria to discuss with his "Algerian friends" major sensitive issues in the Middle East region, adding that there was complete convergence of views and positions of the two countries on many issues of common interest.
ALGIERS- Prime Minister Abdelmalek Sellal has received, Saturday in Algiers, Chairman of China's Council for Promoting South-South Cooperation Lv Xinhua, who is on a visit to Algeria, said the Prime Minister Office in a statement.
"The discussions allowed examining economic cooperation between the two countries as well as the prospects for their development, mainly in the sectors of industry and public works," said the statement.
"While hailing the quality of these relations, the two sides underlined the need to diversify economic cooperation and to further encourage Chinese economic operators to forge partnership in the production of goods and services," added the statement.
