Lamamra discusses, in New York, with North Korean counterpart

ALGIERS- Minister of State, Minister of Foreign Affairs and International Cooperation Ramtane Lamamra held Saturday, in New York, with his North Korean counterpart Ri Yong Ho, said Sunday a communiqué of Foreign Affairs Ministry.

During this meeting, which took place on the sidelines of the general debate of the 71st UN General Assembly, the two ministers broached issues relating to the bilateral cooperation between the two countries, said the source.

Lamamra holds, in New York, talks with Egyptian counterpart

ALGIERS- Minister of State, Minister of Foreign Affairs and International Cooperation Ramtane Lamamra held Saturday, in New York, talks with Egyptian Minister of Foreign Affairs Sameh Chokri, said Sunday a communiqué of the ministry.

The talks took place on the sidelines of the general debate of the 71st UN General Assembly.

“The two ministers affirmed a shared willingness to further strengthen the cooperation between Algeria and Egypt and to ensure better talks on issues of common interest,” said the source.

“The two officials also broached the latest developments in the Arab world and Africa, notably the Libyan and Syrian issues,” added the communiqué.

Lamamra holds talks with Al-Arabi on situation in Arab world

CAIRO- Foreign Affairs Minister Ramtane Lamamra held Friday talks with Secretary General of the Arab League Nabil Al-Arabi on the situation in the Arab world and development and reform of the pan-Arabic organization.

On this occasion, Al-Arabi welcomed Algeria’s contribution to the enrichment of the debate and the conclusion of the consensus in the preparatory meeting of the Arab summit, held Thursday at the level of Arab Foreign ministers.

The talks focused on the results of the meetings of the ministerial council, the situation in the Arab world in addition to the reform and development of the Arab League, notably the negotiations concerning the amendment of the League’s charter by implementing the recommendations of the independent commission, chaired by Lakhdar Brahimi.  

Council of the Nation participates in 40th meeting of EUCOCO in Madrid

ALGIERS- A parliamentary delegation of the Council of the Nation will attend the 40th meeting of the European Conference for support and Solidarity with the Saharawi People (EUCOCO), scheduled on 13 and 14 November in Madrid, the Upper House said Wednesday in a statement.

This meeting will be held under the slogan "Decolonization of Western Sahara, guarantee of Peace and Stability in the Region," said the source.

It intervenes as part of the 40th anniversary of the promulgation of the advisory opinion of the International Court of Justice (ICJ) on the Saharawi question

Arab FM meet in anticipation of Arab summit

CAIRO-The works of the meeting of Arab foreign ministers began Thursday afternoon in Sharm el Sheikh (Egypt), in preparation for the 26th ordinary session of the Arab summit scheduled for 28 and 29 in March Egypt.

Foreign Minister Ramtane Lamamra takes part in the meeting held under the chairmanship of Egyptian FM Sameh Shukri.

After the opening session, the works taking place behind closed doors will discuss updating the draft agenda of the Arab summit and draft decisions on the various issues included in the latest developments of the Palestinian issue, the situation in Yemen, Libya and Syria, and finally the revival of strengthening security mechanisms in the Arab world and counterterrorism.

The meeting will also be marked by the adoption of these projects for submission to Arab leaders at the summit to be held Saturday.

Lamamra holds talks with Johannes Hahn in New York

ALGIERS- Minister of State, Minister of Foreign Affairs and International Cooperation Ramtane Lamamra, held talks in New York with Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn, said Sunday a statement from the Foreign Ministry.

During this meeting, which took place on the sidelines of the 70th Ordinary Session of the UN General Assembly, the two sides stressed the "satisfactory progress of the cooperation and partnership between Algeria and the EU in different areas and they reiterated their willingness to consolidate, strengthen and develop them on the basis of a comprehensive and balanced view of the provisions of the Association Agreement," the statement said.

"The two parties agreed to launch the joint assessment process of the implementation of the Association Agreement, so to make a rigorous and serene report to correct any imbalances and define prospects for its strengthening," said the source.

The Minister of State also hailed the initiative of new EU leaders in 2015 to conduct an inclusive process for the European Neighbourhood Policy review.

The situation in the Sahel, prospects for signing a peace deal in Libya and the developments in Syria and the Middle East have been examined during this meeting that also "allowed the two leaders to address the migration issue that dominates the international agenda, "the statement concluded.

Mebarki holds series of talks on sidelines of 2nd conference of 5+5 dialogue in Madrid

ALGIERS- Minister of Higher Education and Scientific Research Mohamed Mebarki, had a series of talks on the sidelines of his participation to the 2nd ministerial conference on the 5+5 dialogue which is taking place in Madrid said, Tuesday, the ministry in a communiqué.

Mebarki discussed with Portuguese minister of Education and Science, Tunisian minister of Higher Education and Scientific Research, senior official at the Presidency of the Republic of Mauritania as well as the Spanish State Secretary for research, development, and innovation, added the source.

The talks “focused essentially on the ways likely to boost the level of bilateral cooperation as well as the prospects to further reinforce coordination for the participation in the action plan as part of the 5+5 dialogue and on the basis of common interests and mutual benefits.”

On this occasion, “the parties agreed to work together to find synergies between bilateral and multilateral cooperation as well as complementarities and mutual funding opportunities for projects through the use of existing bilateral, multilateral and European cooperation instruments such as Erasmus+, Horizons 2020 and Prima,” added the communiqué.

Messahel meets UN Envoy for Syria in Cairo

ALGIERS- Minister of Maghreb Affairs, African Union and Arab League Abdelkader Messahel has met on Monday in Cairo with UN Special Envoy for Syria Staffan de Mistura.

During this meeting held on the sidelines of the Arab League FM Council meeting, de Mistura presented to Messahel the “latest developments of the Syrian crisis and the means to reach a political solution as well as the UN plan," said a Foreign Ministry’s communiqué.

Messahel reiterated on the occasion "Algeria's position in favor of United Nations efforts for a consensual political solution to end the sufferings of the Syrian people, to preserve its sovereignty and allow it to achieve its expectations accordance with Geneva Agreement 1," the source added.

Lamamra, Palestinian counterpart examine ways to develop bilateral relations

ALGIERS- Foreign Affairs minister Ramtane Lamamra examined Thursday, during a working session with his Palestinian counterpart Riyad Al-Maliki, the bilateral relations and ways to promote them.

The two officials underlined the importance to relaunch the Algerian-Palestinian joint commission and the other cooperation frameworks in view of boosting bilateral relations to the highest level according to the decisions sanctioning the State visit of Palestinian President Mahmoud Abbas, last December to Algiers.

In addition, they broached the current preparations, in anticipation of the 26th Arab Summit scheduled on 28 and 29 March in Sharm El Sheikh.

In this regard, Lamamra insisted on the need to reintroduce the Palestinian issue on the agenda of the common Arab action and on the agenda of the upcoming Arab Summits, reiterating Algeria’s firm position and its solidarity with the Palestinian people and their just cause, in consecration of their right to the edification of an Independent State with Al Quds as capital.

Algeria at 4th World Conference of Speakers of Parliament in New York

ALGIERS- The National People's Assembly (APN) participates as from Monday until September 2, in the 4th World Conference of Speakers of Parliament which will be held at UN headquarters in New York, said Sunday a statement from the Lower House.

The conference is part of the "series of high-level meetings held prior to the UN summit scheduled for late September 2015 and will be devoted to the presentation of new sustainable development goals," the source added.

The general theme of the conference will focus on "peace, democracy and the development from a parliamentary perspective" while participants will examine several topics including "the implementation of the main recommendations from previous conferences and the consolidation of the parliamentary dimension of international cooperation," "the participation of Parliaments in the dissemination and the achievement of sustainable development goals," "the challenges parliaments face," "parliamentary control: challenges and opportunities "and "translating the objectives of sustainable development into action."

The Lower House will be represented at the conference by a delegation led by the vice president, Djamel Bouras representing Speaker  Mohamed Larbi Ould Khelifa.

Lamamra meets in Geneva with Minister of State for Foreign, Commonwealth Affairs

GENEVA (Switzerland)- Minister of Foreign Affairs Ramtane Lamamra held discussions Tuesday, in Geneva, with Minister of State for Foreign and Commonwealth Affairs Joyce Anelay.

The meeting, which took place on the sidelines of the 28th session of the Council for Human Rights, focused on the bilateral relations as well as on regional and international issues of common interest.

Anelay insisted on extending her country’s congratulations for the signing in Algiers of the peace and reconciliation agreement in Mali, said an Algerian diplomatic source.

The situation in Libya and the items on the agenda of the 28th session of the Council for Human Rights were also broached by the two parties.

Lamamra is leading an Algerian delegation to the works of the Council in its High Level segment which will run from 2nd to 5th March.

Lamamra is taking part in the Disarmament Conference which takes place from 2nd to 6th of March.

Coordination meeting of Arab FMs on review of European Neighbourhood Policy

CAIRO-Arab Foreign ministers will hold Wednesday in Beirut a coordination meeting on the review of the European Neighbourhood Policy (ENP), the Arab League announced.

The Secretary General of the United Nations, representatives of the Arab States concerned by the European Neighbourhood Policy namely Algeria, Lebanon, Palestine, Morocco, Jordan, Tunisia and Egypt will partake in this meeting, said a statement from the pan-Arab organization released Tuesday.

The European side will be represented by the Foreign Ministers of Latvia and Luxembourg, whose countries respectively ensure the current and future EU presidency, ambassadors of European countries and the European Commissioner for the ENP, Johannes Hahn, the source added.

28th United Nations Human Rights Council opens in Geneva

GENEVA- The works of 28th session of the member countries of the United Nations Human Rights Council, including Algeria, started Monday in Geneva (Switzerland).

Foreign Affairs Minister Ramtane Lamamra, who is leading an Algerian delegation, will deliver a speech in the high-level meeting, to be held from 2 to 5 March.

The meeting of the Council will be marked by the discussion of several themes such as the strengthening of the international cooperation in the field of human rights and the promotion of the integration of human rights in the activities of all the United Nations. 

Lamamra: Several issues examined by AU Executive Council

JOHANNESBURG - Minister of State, Minister of Foreign Affairs and International Cooperation, Ramtane Lamamra, said Friday in Johannesburg (South Africa) several security issues are to be discussed at the 27th Ordinary Session of the Executive Council of the African Union (AU).

In a statement on the sidelines of the session, Lamamra said the security issues are "linked to terrorism, piracy and transnational crime," adding that the findings will be submitted to the 25th meeting of the Conference of Heads of State and Government.

The agenda of the Executive Council meeting also includes the examination of "political issues, including crises and institutional issues related to the support of joint African action within the AU organs" and in the African groups activating in UN."

The Foreign Ministers will also examine at their behind-the-camera meeting on Friday the first 10-year plan of the implementation of Africa's Agenda 2063 and the draft budget of the Organization for the year 2016.

Sahrawi organizations call for cancellation of Crans Montana Forum in occupied city of Dakhla

EL AYOUN (OCCUPIED TERRITORY)-Two Sahrawi human rights organizations called the chairman of the Crans Montana Forum to cancel the organization of the next edition in the Saharawi occupied city of Dakhla, Sahrawi News Agency said Monday.

In two letters addressed to chairman of the Forum, the Saharawi Collective of human rights defenders (CODESA) and the Sahrawi Association for the Protection and Promotion of the Saharan heritage (ASPDCPS) expressed astonishment at the decision of the Forum to hold its annual meeting at a town in Western Sahara, a region internationally marked by the conflict between Morocco and the Polisario Front and where activates the UN mission for the organization of referendum in Western Sahara (MINURSO) since 1991.

"It could be more appropriate for the forum to visit the territory to meet the Sahrawi associations and organizations banned by Morocco and see the violations of human rights committed against the Saharawi civilians by Morocco," the CODESA said.

Messahel meets in Cairo with Egyptian head of diplomacy on Libyan crisis

CAIRO (Egypt)- Minister of Maghreb Affairs, African Union and the Arab League Abdelkader Messahel, held discussions with the Egyptian head of diplomacy Sameh Chokri on the Libyan crisis, as part of his participation in the Algerian-Egyptian-Italian three-party meeting scheduled Sunday in Cairo (Egypt).

The meeting focused on ways to support the efforts aimed at finding a political solution to the Libyan crisis.

The meeting was marked by a convergence of views between the two officials who affirmed that the political solution remains the only solution  to the crisis in this country, calling on Libyan antagonists to establish a national dialogue and to create a national unity government at the earliest, to allow the Libyan people to achieve their aspirations in the challenges facing them, notably the terrorist threat and illegal immigration.

Messahel holds talks with Fabius in Paris

PARIS (France)- Minister for Maghreb and African Affairs Abdelkader Messahel held Friday, in Paris, talks with French Minister of Foreign Affairs and International Development Laurent Fabius on the sidelined of the French African forum on “inclusive growth.”

In a statement at the end of these talks, Messahel emphasized the importance of the inclusive growth in Africa, while pointing out that this issue “is included in the objectives 2063, announced in the last African Union Summit, and constituting one of the mobilizing motives of Africa.”

He also added that the economic side has a “significant proportion,” in this French-African relation, because, he added, of the potential of the African continent.

For his part, Fabius highlighted Africa’s economic potentialities, calling for an “equal partnership between the two sides.”  


Sellal receives Chinese deputy ministers of Foreign Affairs, Trade

BEIJING- Prime Minister Abdelmalek Sellal received Tuesday in Beijing, the Chinese Vice Minister of foreign Affairs Zhang Ming and Assistant Trade Minister Zhang Xiangchen, on the sidelines of the Algerian-Chinese Trade and Investment Forum.

Sellal also received the managers of four leading Chinese companies operating in the field of building, public works equipment manufacturing, engineering and agriculture.

The audiences were attended by Minister of Industry and Mining Abdesslam Bouchouareb, Minister of Trade Amara Benyounes and Minister of Housing, Urban Planning and the City Abdelmadjid Tebboune.

Sellal arrived Tuesday in China for a four-day official visit at the invitation of his Chinese counterpart Li Keqiang.

Arab League, EU agree to strengthen institutional cooperation in counterterrorism

CAIRO-The Arab League and the European Union (EU) agreed on the need to strengthen institutional cooperation between the two parties in the fight against terrorism.

This decision was taken at a meeting held on Thursday between Secretary General of the Arab League Nabil al-Arabi and EU Special Representative for the Horn of Africa Alexander Rondos.

The two sides exchanged views on the developments of the situation in Somalia, Yemen and the Horn of Africa, said a brief statement from the pan-Arab organization.

Algerian parliamentary delegation in Arab Parliament meetings in Djibouti

ALGIERS- A delegation of the Council of the Nation will participate in the meetings of the 5th session of the first legislature of the Arab Parliament (AP) Friday in Djibouti, said a press release of the institution on Thursday.

The meetings’ agenda includes the "examination of reports of standing committees of the Arab Parliament," said the source.

The Algerian delegation in these meetings counts Abdelkarim Qoreichi and Mansour Maizia, members of the Council of the Nation and the Arab Parliament.

Beijing+20 Declaration: An Arab congress Sunday, Monday in Cairo

ALGIERS- An Arab high-level congress on the progress achieved in the implementation of Beijing+20 Declaration concerning women’s justice and equality in the Arab region,  is being held Sunday and Monday in Cairo in Egypt, said a communiqué of Minsitry of National Solidarity, Family and Women’s Affairs.

Algeria is represented in this meeting, co-organized by the Economic and Social Commission for Western Asia (ESCWA), UN (United Nations Women) and the Arab League by Minister of National Solidarity, Family and Women’s Affairs Mounia Meslem.

The congress aims mainly at reiterating the commitment to ensuring gender equality in accordance with Beijing+20 Declaration by adopting a final document, said the source.

The final document is an Arab report on the implementation of the action plan of Beijing+20, which will be presented at the 59th session of the Commission on the Status of Women at the United Nations in New York.
